PBM was formed to support small business owners, project management, and technical staff to capture new business and expand the existing business base. Paul Hoffman, President and CEO of PBM worked with small business in the federal marketplace for the last 20 years. During this period, he witnessed the inadequate marketing and development practices in the small business community. Paul has decided to help small businesses in the federal IT marketplace accelerate their revenue growth by not having to make the mistakes typically made by small businesses.
Mr. Hoffman has over 22 years of Proposal Management experience in the IT Professional Services industry. He has performed all phases of the Proposal Management process to include; RFP analysis, preparation of detailed proposal schedules and outlines, theme development, story boarding, compliance matrix construction, red team composition and management, executive summary development, technical and management approach writing, past performance preparation, and pricing consultation.
Mr. Hoffman has evaluated hundreds of bid opportunities and managed dozens of proposals. As Proposal Manager, Mr. Hoffman, is able to quickly read and analyze an RFP to determine how the proposal needs to be structured to score the maximum points. He understands how to determine and express a winning theme and how to ghost the competition. Mr. Hoffman is able to build detailed proposal outlines and prepare writing instructions that are easy for his clients' engineers to follow, thereby minimizing the impact on valuable corporate resources. Mr. Hoffman utilizes "story boarding" to facilitate implementation of the proposal outline and to ensure the theme is stressed throughout the proposal.
Mr. Hoffman knows how to build proposal schedules that are both flexible and minimize slippage. Additionally, he understands how to construct compliance matrices that ensure all requirements are met and that all evaluation points are captured. What sets Mr. Hoffman's apart from most other Proposal Managers is his understanding of the government client and his knowledge of technology. He can write most proposals with minimal support from his client's technical staff. Finally, and most importantly, Mr. Hoffman knows how to determine the preferred solution required by the RFP and how to shape the proposal response to fit the requirements of the RFP.
